Read this first. We do not run any of these programs and we do not make money from them. We only put them in one place. Rules, dollar amounts, and income limits change every funding cycle, so always confirm the current details on each program's official page or by calling the number listed. If a program says its funds are gone for the year, ask when the next cycle opens.
Every program below serves homeowners inside City of Las Vegas limits, which includes the Historic Westside, unless noted.

Fixing your home
SHIFT: Safe Home Improvements Funding and Training
City of Las Vegas, Neighborhood Services
Helps pay for repairs that fix code violations or health and safety hazards, such as replacing a broken air conditioner, for owners who live in their home.
Who qualifiesYour home is your primary residence inside City of Las Vegas limits, and your household income is within the program limit. Confirm the current amount and income limit with the city.

Drip Repair and Intervention Program
City of Las Vegas, Neighborhood Services
Repairs an active water leak at your home, including a leaking service line. The city gets three estimates and pays a licensed contractor directly.
Who qualifiesPrimary residence inside City of Las Vegas limits, within the program income limit. Confirm the current amount and limit with the city.
Housing Rehabilitation Program
City of Las Vegas, Neighborhood Services
A larger repair program for low-income owners that covers both structural fixes and aesthetic improvements. It is set up as a loan that is forgiven over five years if you stay in the home.
Who qualifiesOwner-occupied primary residence inside City of Las Vegas limits, within the program income limit. Confirm current details with the city.
Older Adults Home Modification Program
City of Las Vegas, Neighborhood Services
Home modifications that help older owners stay safe in their home, such as grab bars, ramps, and other safety changes.
Who qualifiesAge 62 or older, owner-occupant inside City of Las Vegas limits, household income at or below 80% of the area median income. Confirm the current amount and details with the city.

Nevada Weatherization Assistance Program
Nevada Housing Division
Free energy upgrades to make your home cheaper to heat and cool: air sealing, insulation, solar screens, weather stripping, LED lighting, and heating or cooling fixes.
Who qualifiesHousehold income at or below 200% of the federal poverty level. Homeowners and renters both qualify.

HEROS: Home Energy Retrofit Opportunities for Seniors
Nevada Governor's Office of Energy
A no-cost home energy assessment and weatherization upgrades, built for older homeowners.
Who qualifiesYou are age 60 or older, an NV Energy customer, you own and live in the home, and your income is at or below 200% of the federal poverty level.

Nevada Energy Assistance Program (LIHEAP)
Nevada Division of Welfare and Supportive Services
An annual benefit paid straight to your electric or gas company to help with heating and cooling costs.
Who qualifiesA Nevada resident responsible for a home energy bill, within the program income limits. The program year runs July 1 to June 30 and pays out until the money runs out, so apply early.

These lower the taxable value of your home. You have to apply with proof, and they renew. Nevada offers exemptions for a surviving spouse, a veteran, a disabled veteran (the amount grows with the VA disability rating, and can pass to a surviving spouse), and a blind person (with a physician's certificate).
Also worth confirmingIf you own and live in your home, make sure the Assessor has it flagged as owner-occupied so the lower 3% annual tax cap applies to you.
Trouble paying, or facing foreclosure
Free HUD-approved housing counseling
U.S. Department of Housing and Urban Development
If you are behind on payments or facing foreclosure, a HUD-approved counselor will help you, and foreclosure counseling is free. It is illegal for anyone to charge you an upfront fee to save your home, so never pay a company that promises to.

Lead paint and healthy homes
City of Las Vegas Lead Hazard Remediation Program
City of Las Vegas, Neighborhood Services
Free lead-hazard testing and cleanup for older homes: paint stabilization, window and door replacement, soil work, and general healthy-home repairs.
Who qualifiesThe home was built before 1978, a child under 6 lives there or visits often, your household meets the income limits, and the home is inside City of Las Vegas limits.
Nevada Childhood Lead Poisoning Prevention Program
UNLV with the Southern Nevada Health District
A UNLV program focused on childhood lead-poisoning prevention. For the actual cleanup of lead hazards, use the City of Las Vegas program above; this one is a resource for testing and referrals.
Buying a home
Home Is Possible

Help with the down payment and closing costs, up to 4% of the loan, on a 30-year fixed-rate loan.
Who qualifiesYou have not owned a home in the past 3 years, a minimum 640 credit score, and you take a homebuyer education course. Income and price limits apply. The home must be your primary residence. You apply through an approved lender.

Straight talk
Things people expect that turn out not to be true here
- There is no age-based senior property tax exemption in Nevada. The property tax exemptions that exist are for veterans, disabled veterans, surviving spouses, and the blind, listed above. A temporary senior rebate called STAR ran a single cycle in 2016 and is closed.
- A home facade program is being set up, but it is not open yet. A $500,000 Historic Westside Residential Facade Improvement Program was on the Las Vegas City Council agenda on September 16, 2026. Until the City opens it, the repair, rehabilitation, energy, and lead programs above are the options open to Westside homeowners. The City's older facade grant is for commercial buildings only.
- USDA rural home-repair loans do not cover the Westside. The neighborhood is urban, next to downtown, and those loans require a rural area. Run your address through the USDA eligibility map to confirm.
- It is illegal for anyone to charge you an upfront fee to "save your home" from foreclosure. That is a federal FTC rule. HUD-approved foreclosure counseling is free, so start there and never pay upfront.
